It is present in the list of windows in Alt+Tab, but can't switch to it, and can't click on or move the Clipboard Manager because the Edit window is presumably modal. Here is my debug info. Currently, the backgrounds are back to changing again. The MS Paint copy/paste thing is something we can likely fix, but needs more care as it has to do with the formats that MS Paint puts on the clipboard.
